Conceptual systematic review of the educational science discourse on “education system” and “educational administration” (BASYS)
The discourse in educational science is characterised by a multitude of so‑called tangled terms that are marked by polysemy and conceptual ambiguity. This is particularly true for the notions of “education system” and “educational administration”: usages range from a formal classification of the different levels of the education system at the macro level (early childhood, primary, secondary, tertiary, and quaternary) to an understanding of the education system at the micro level that is realised in interpersonal teacher–pupil interactions. Educational administration, in turn, functions both as a label for administrative institutions in the field of education and as an umbrella term for actors in educational governance (such as regional school authorities).
To date, however, there is no systematic conceptual framework that can serve as a foundation for administratively and legally oriented research in this area. The project therefore takes the systematisation and interrelation of these two concepts as its object of inquiry. In the form of a conceptual systematic review, it identifies and systematises the various understandings of “education system” and “educational administration” in German‑language educational research literature.
The aim is not to clarify conceptual usage within a single subfield of educational science, but rather to provide a cross‑subdisciplinary mapping of the discourse as a whole that culminates in a methodologically rigorous and empirically validated proposal for conceptual systematisation.
